初次海上罷工投票！中鋼運通21艘船舶同步啟動投票

泛國營事業龍頭中鋼集團旗下的「中鋼運通公司」近日遭批用中國大陸籍船員取代台灣船員，過去五年來已逼退超過 300 名台灣船員。中鋼運通工會要求優先僱用台灣船員、減少中國大陸籍船員人數，今天（8/16）上午開始開始舉行罷工投票並順利取得罷工權，籲公司儘速正面回應工會訴求。
中鋼運通工會本次罷工訴求包含：保障台灣籍船員工作權，現有外籍／中國大陸籍船員在定期契約到期後，優先聘用具同等條件之台灣籍船員；海勤人員比照辦公室職員領取「員工酬勞」。投票期間是 8 月 16 日上午 8 時起至 8 月 30 日下午 4 點半，並將於 9 月 2 日中午 12 點開票。
本次罷工投票也是台灣海運史上首次的罷工投票，投票地點在中運公司航行於海上及靠岸的 21 艘船舶同步進行，21 艘船舶分別是：中鋼超群輪、中鋼勝利輪、中鋼創造輪、中鋼榮耀輪、中鋼領先輪、中鋼光輝輪、中鋼和諧輪、中鋼自由輪、中鋼遠見輪、中鋼成功輪、中鋼探索輪、中鋼奮進輪、中鋼永續輪、中鋼挑戰輪、中鋼求新輪、通智輪、通勇輪、通裕輪、通耀輪、通鴻輪、通捷輪。
中運工會理事長王慶宏指出，中鋼集團是準國營事業，有示範作用，應該作到保障勞權的榜樣，如果連中鋼運通的船員都面臨工作朝不保夕、逼退離職的命運，政府與主管機關也置之不理，台灣船員只能抗爭、戰鬥到底。
王慶宏強調，工會有信心透過合法罷工投票程序取得合法罷工權，一旦取得合法罷工權後，若經濟部與相關主管機關仍不願出面，台灣船員已經隨時做好在海上發動罷工的準備。

China Steel Express (CSE), a subsidiary of the state-owned China Steel Group, has been criticized for replacing Taiwanese seafarers with Chinese crew, forcing out over 300 local workers in the past five years. In response, the CSE Union demands priority hiring for Taiwanese seafarers and a reduction in Chinese crew numbers. Today (August 16), they launched a strike vote and successfully secured the right to strike, urging the company to address their demands.
The union’s key demands include:
- Protecting Taiwanese seafarers' labor rights by prioritizing them for positions after foreign contracts expire.
- Equal employee compensation for seafaring and office staff.
Voting runs from August 16 to August 30, with the ballot count on September 2. This marks Taiwan’s first-ever maritime strike vote, conducted simultaneously across 21 ships.
Union President Wang Qinghong stressed that as a quasi-state-owned enterprise, China Steel Group should set an example in labor rights protection. If even its seafarers face job insecurity and forced resignations without government intervention, Taiwanese workers have no choice but to fight.
The union is confident in securing legal strike rights. If the Ministry of Economic Affairs and relevant agencies fail to act, Taiwanese seafarers are prepared to strike at sea.
