(10/23)洪申翰委員在外交國防委員會就進用外籍船員一事質詢,並提出外籍船員恐將造成潛在國安風險與疑慮。
首先,我們再次感謝洪申翰委員的質詢在臺灣船員工作權議題上帶來更多的實質的關注與討論。我們也希望進一步提醒:臺灣船員的工作權、勞動待遇與職安未能獲得足夠保障,持續流失臺灣船員,這已經是現在進行式。各大船運公司將更加順理成章以人力不足為藉口,擴大外籍船員的進用,加劇委員所擔心的國安問題。
委員質詢內容也指出12年前統計數字全台灣航商掛外籍船聘用的外籍船員比例為82%,其中陸籍船員人數共63%(共6200位左右),國輪八成以上皆是外籍船員,希望洪委員能持續監督交通部及經濟部,讓國輪能積極回國掛國籍船保障臺灣船員工作權。也希望於日後能向行政部門提出關於臺灣船員勞動權益保障的相關質詢。
有關大宗運輸辦法,航港局回覆大宗物資運送辦法裡面會有含民生物資等,如油、煤。但回覆中並無提及原物料,懇請委員就此辦法持續追蹤,以利臺灣船員在國輪的就業權利及國安問題都能解決的雙贏局面。
因此,保障臺灣船員工作和勞動權益仍是首要關鍵。我們更期盼洪委員與更多委員們,將來能就船員勞動權益繼續仗義執言、解決目前船員所遇到的的勞動困境。
Legislator Hung Shen-han warned that recruiting foreign seafarers could pose national security risks. While his inquiry highlights Taiwanese seafarers’ labor rights, declining protections have already reduced their numbers. Shipping companies may exploit labor shortages to justify further foreign hiring, worsening security concerns.
Hung noted that 12 years ago, 82% of crew members on Taiwan-registered ships were foreign, with 63% being Chinese (about 6,200). Over 80% of national vessel crews remain foreign. He urged oversight from the Ministry of Transportation and Ministry of Economic Affairs to encourage domestic registration and protect Taiwanese seafarers' rights.
The Maritime and Port Bureau stated bulk transport rules cover essential goods like oil and coal but did not mention raw materials. Legislators should track this issue to safeguard employment and security.
Ensuring Taiwanese seafarers' labor rights is crucial. We hope Hung and others will continue advocating solutions.
