1. In response to your union’s letter reference no. 302 dated October 28, 2024 and in accordance with the Ministry of Transportation and Communications’ letter reference no. 1130052524, we will proceed accordingly.
2. Upon reviewing the inquiry from China Steel Express Corporation regarding reserve seafarers matters, and consolidating information from the National Chinese Seamen’s Union, National Association of Chinese Shipowners, and other related maritime industry associations and unions, this bureau responded on January 25, 2021, with letter reference no. 1101910009 explaining the regulations under Article 52 of the Seafarer Act: “If the seafarers employed by an employer are waiting on shore for reassignments or have been assigned other duties based on the employer’s practical needs, the employer must ensure that these reserve seafarers are covered by labor insurance and national health insurance in accordance with Article 52 of the Seafarer Act” (see attachment).
