各位弟兄早安：
我們懷著無比感謝的心情，向大家報告一項令人振奮的協商成果。
在全體會員的支持與團結下，本會與中運資方歷經多次協商，終於取得共識：將逐步降低陸籍船員進用比例。截至114年5月底，陸籍船員已調降至44名，並將於115年6月全面調降為零。
現階段尚有的非陸籍外籍船員，僅為因應暫時找不到足夠台籍人力所採取的過渡性安排。因此，也懇請各位台籍弟兄踴躍參與工會媒合的上船機會，並積極邀請身邊熟識的優秀船員弟兄一同加入中運船隊，共同打造以台籍為主力、穩健發展的航運團隊。
特別感謝中運公司在現有的協商機制中，展現了誠意與遠見，不僅正面回應工會訴求，更展現其作為一間重視本國船員、具社會責任感的優良企業形象。承諾將積極改善人力結構，優先錄用台籍船員、強化晉升制度、配合工會媒合及訓練機制，是現今台灣少數願意投資本國人才、打造永續發展環境的海運公司。這樣的雇主，值得我們支持、也值得我們推薦更多新血加入！
這項承諾的實現，是工會長期努力與堅持的核心目標，更是大家齊心發聲所凝聚的成果。我們始終相信，台籍船員的就業權益應受到國家與產業雙重保障，海運的永續不能建立在犧牲本國勞工的基礎上，而應從根本改善工作條件與社會保險制度，才能真正解決人力不足的問題。
感謝中運資方的正面回應與合作，也為未來台籍船員的工作穩定性與職涯發展，奠定了更穩固的基礎。然而，這只是一個起點，後續我們將持續推動：
監督資方履行「台籍優先派任」的進度與晉升制度的公平性
爭取更多有利會員的工作條件、福利與培訓升遷機會
持續提供法令諮詢與權益協助，協助會員提升保障意識

Dear Brothers,
We are pleased to announce a major breakthrough in our negotiations with CSE management. After extensive discussions, we have secured an agreement to gradually reduce mainland crew recruitment. As of May 2025, the number has dropped to 44, with full elimination planned by June 2026.
The remaining non-mainland foreign crew are temporary hires due to a shortage of qualified Taiwanese seafarers. We encourage all Taiwanese crew members to take advantage of union-supported job placements and invite skilled colleagues to join CSE, building a strong, Taiwan-led maritime team.
We appreciate CSE's commitment to prioritizing local talent, improving promotion systems, and collaborating with the union on training programs—setting an important industry standard.
This milestone reinforces our ongoing push for fair employment opportunities. Sustainable maritime growth should strengthen working conditions and social protections, not come at the expense of local labor.
Moving forward, we will:
- Monitor CSE's progress in implementing the "Taiwanese Crew Priority" policy and ensuring fair promotions.
- Advocate for improved work conditions, benefits, and career development opportunities.
- Provide legal consultations and support to enhance members' rights awareness.
